Many days have passed since mervin the vermin attacked a cameraman (for the upteenth time). The spineless cops (just a bunch of imbeciles in uniform really) promised to question him when in reality he ought to have been arrested - well that's just what the magistrate ordered the cops to do - arrest the suspects. So mervin is a suspect, heck judging by what the new police chief said when he assumed office, there is enough evidence to hang the vermin. Yet he roams free. The spineless snails in Khakis haven't even questioned him yet.

This is the same country where dozens of ordinary people die in police custody each year.
