Ethnic Cleansing and Scape goats

The president has ordered the police chief to make a report on the ethnic cleansing. He hasn't asked the police chief to resign, it would have been a huge huge surprise if he had done so. No one really resigns in Sri Lanka. It remains to be seen if the report is submitted. You often hear of the president asking various people of reports but rarely do you hear about one being submitted. The contents of those few reports are never made public.
The inspector general's report, if it is presented at all would put the blame on the shoulders of one of one of the deputy inspector generals of police (DIG). The DIG of course will have the defense he was merely following orders (even tough the nurenburg trials proved that is not an excuse). On the other hand if the DIG is a favorite of the chief, the buck will pass lower, much lower. The report might say it was a lowly sub inspector with a loose nut.
Even that sub inspector whether he is guilty or not , will not have to resign. He will merely be transferred, either to the north and east or to a one horse town. Because only a small number of police stations are functional in the North and East it is more than likely that the sub inspector will end up in a one horse town. It will be a blessing in disguise.
Each town has a hooch den plus a few suppliers. in a small town everyone knows everyone else and what they are up to. So hooch merchants are commonly known in the villages as 'Kasippu Mudalali' - which literally translated means hooch merchant. So why aren't the Kasippu Mudalalis ever errested? Because they pay off the cops. ( Don't believe me? refer to the former president's statement that the police is totally corrupt).
