Rajapaksa Brothers (Pvt) Ltd. Cannot be blamed for all that ail Sri Lanka. Like wise the International Cricket Council cannot be blamed for all the ills that effected this cricket world up. They certainly cannot control the whether , but wait a minute they control how rain effected matches are played.
At the time of writing it's raining at the Kensington Oval in Barbados. Nothing the ICC can do about that. They have allocated a spare day for rainy days. But what use is it? When there is a rain delay the number of overs to be bowled is reduced, until we reach a minimum of twenty overs. If those twenty overs per side cannot be bowled in a day, then the game spills over to the next day. But why go on till the next day if you are only going to bowl 20 overs?
Why not try to get the fifty overs in and then start reducing overs only if you cannot finish of the full 50 overs on the reserve day? A twenty overs match is nothing more than a lottery.
