Time to change the time

Sri Lankans are stupid, that's why CBK was elected as president more than 11 years ago. Of course she was helped by the fact that here opponent was killed off by the LTTE. In much the same way Mahinda's opponent was politically killed off by the LTTE enforced boycott of the election in the north and east.
Within months of being elected CBK plunged the country into a huge energy crisis. There were daily power cuts for a long long time and each week the duration of the power cuts became longer and longer and finally the whole country was in darkness for two whole days.
In the middle of all this CBK decided to turn back the clock by one hour, to save electriciy. It changed only one thing, children now had to leave for school while it was still pitch dark outside. Later sanity prevailed and the clock was moved forward by half and hour. That seems like the ideal time. There was plenty of daylight in the morning and office workers travelling by bus could get home before darkness fell.
That's the way it has been up until now. Unfortunately the extremist buddhist monks, soothsayers, and astrologers have never been in favour of this time change. They all wanted the time changed back to what it was before CBK's energy crisis.
The nationalist rhetoric of the monks helped Mahinda come to power, even though the recent local government elections have proven beyond the slightest doubt that the power of the nationalists have waned, Mahinda is still going to give them the change they want. Now the question begs asking, does the president have the right to make that change?
