Tsunami is it a punishment?

Legend has it that around 2,000 years ago the sri lankan coastline was battered by a tsunami. The word tsunami (or it's Sinhala equivalent) does not appear as such in this legend but it is said that the sees invaded the land because the king was unjust.
Now some people are saying that the boxing day tsunami is a similiar punishment because of evil acts of the powers that be. In fact it's a common belief among the rural folk that the seasonal wet and dry and weather weather patterns go awry when unjust leaders rule the land.
During the current president's term we have had severe flooding and severe drought. Last year even the Colombo's water supply was effected because of drought, colombo is a place that normally get's lots of rain year around. Now either we get way too much or none at all.
To get back on topic, the old wives tale that the tsunami is a punishment by nature (or god (if you are religious fanatic)) is readily dismissed by those saying if that were true it would have been the politicians that would have died. but wait, nature has identified the real culprit.
It is the man on the streets who voted these politicians into office, it's the public that stands by with out a mummer of protest while the politicians philander. Each change of government only seems to make things worse and not better. So it would seem that mother nature (or god (if you are believer)) has punished the real culprit.
