Four Different laws for Four different groups of people

The tsunami has created five different groups of people in the coastal regions of Sri Lanka.
1) People on the west coast - Largely uneffected except for damaged fishing boats.
2) People on the south coast - lost lives and property.
3) People on the east coast (government controlled areas) - Severe loss of life and property.
4) People on the east coast (LTTE controlled areas) - Severe loss of life and property.
Now the government has decreed that the people in the south coast may not put up any new building in with 100 meters from the shoreline. People in the east coast are forbidden to build with in 300 meters from the coastline. The people in the west coast may do as they please.
Now that works out to three different rulings is it legal? is it constitutional? does the government care about the constitution? the answer to all these questions is no.
Now you may ask what is the fourth law. It's a variation of the law that applies to the people of the east coast - the 300 Meter rule. The difference is that it cannot be enforced because the government of sri lanka has no say in the LTTE controlled areas. So four different rulings for four different communities.
There is also a fifth, people with political backing will silently carry out their rebuilding work with out the imbeciles of the police force doing anything to stop them.
