That appears to be the government strategy with the power supply projects. Today they might make bold statements about going ahead with the upper kothmale hydro power project, while quitely making preparations to go ahead with the coal power project.

Then tomorow as the shrieks of protests get louder they might again come out with a statement saying the upper kothmale is temporarily put on hold but the goverment is planning to go ahead with the dirty coal power project. Thus the roles become reversed but both projects will inch forward. That's exactly what the news papers have reported today.

Sri Lankan beurocray is notoriusly slow in most of their activities, but when big bucks are involved and when there is a chance for everyone to dip into the kitty they can move forward at astonishing speed. Because they are so inefficient it's almost impossible to obtain information about what's really happening.

The electricity board may be very inefficient at everything else, but they are extremely efficient at destroying the countries beauty.
