Award for inefficiency

Surely the Ceylon Electricity Board and the ministry of power and energy are the two most in effective organizations in Sri Lanka. However not everyone will agree. The police might say the title belongs to them. Other will argue that the numerous ministries with wierd names as long as your arm are worse. On the contrary such ministries can never be labeled as inefficient.
To be inefficient you must do some work but produce very little output. The ministries just mentioned were created to reward the party faithfull and not for administration purposes. Since they dont' do any work they simply cannot be labeled as inefficient.
Now to get back on track, yesterday we had a scheduled power cut ostensibly for maintenance purposes. What ever maintenance they have done they have made things worse. In recent months we have been having almost daily power cuts but thankfully they never last more than a few minutes (just long enough for UPS batteries to drain, and for factories and offices to have to switch on to generator power - and back to grid power). Today's power cut lasted for around an hour.
