WASHINGTON (Reuters) - When states
wrested billions of dollars from the tobacco industry to pay for the ill
effects of smoking, renovating a morgue wasn't exactly what public health
advocates had in mind. But morgue construction in
Some anti-tobacco groups are appalled,
and the Campaign for Tobacco Free Kids and the American Heart Association
released a report Thursday tracking state spending blueprints so far, and
urging the federal government to step in.
The Senate in March went on record supporting the states' rights to spend the money as they see fit and rejecting any federal claim to a share of the money under Medicaid law. The House has not yet taken a stand, and the issue is now tied up in an emergency spending bill for Central American hurricane relief which in turn has gotten entangled in the debate over emergency spending for Kosovo. Sen. Tom Harkin, an Iowa Democrat,
said the mounting evidence that the states are not doing what they said
they would may shift the debate in the Senate. But the vote last time was
71-29, so change is an uphill battle. According to the
However, 16 states have decided to spend from zero to less than two percent of the funds on smoking prevention. And most other states have either enacted or are considering plans that either reject smoking programs altogether, lump them into bigger public health pots that may or may not end up addressing smoking, or put off decisions until next year. |

Tobacco (cigarettes) are an addictive product...........FACT
- Tobacco Companies are the supplier. The dealer.
The pusher of the addictive Smokes.........................FACT
If you purchase any drug dealers product, you are placing your life in their hands......................FACT
And If you choose to smoke their product, it
is evident that you care as little about your own health as
they have proven they do....................FACT
I think we can plea that case, as we all made the decision to smoke based on their lies about their
product. So, we decided, whether consciously or unconsciously to take our chances with fate. We threw
caution to the wind and the dice came up craps for most of us. But it is a real cop out to try to pin the
entire blame on anyone else. But, then again that would be the easy way out if it were true.

Epilepsy drug may help kick nicotine addiction |
The following was
on the front page of the Personal Technology
section of the Sunday Atlanta
Journal-Constitution:
"It's not often a tobacco company
tries to teach people how to quit
smoking. Still, Brown & Williamson,
a unit of British American Tobacco
PLC, which makes Kool cigarettes and other
brands, has a section called
'Quitting Smoking' on its Web site (http://www.brownandwilliamson.com)
alongside information on matters like organizing
your community to
prevent smoking bans.
The item went on the Web in May,
and has received 150 to 200 visitors a
month. 'We wanted to help people who
want to quit,' said Sharon Boyse of
Brown & Williamson. 'That may sound
unlikely, but no manufacturer wants
people to be in the position of using the
product if they don't want to.'
The information, which was culled
from other Web sites, including the American
Cancer Society's, as well as academic studies,
notes readers may have
been 'persuaded by the media that you're now
an addict and that therefore,
quitting is impossible.' It points out
45 million people have quit.
It lists techniques, from drugs to hypnosis,
that may be helpful."

GENEVA (AP)
-- Cigarettes should be treated as a drug and subject to the same rules
that apply to
other forms
of nicotine, such as patches and chewing gum, said the World Health Organization
chief.
"A cigarette
is a euphemism for a cleverly crafted product that delivers just the right
amount of
nicotine
to keep its user addicted for life before killing the person," WHO director-general
Gro Harlem
Brundtland told a meeting of the International Conference of
Drug Regulatory
Authorities in Berlin.
She said
it did not stand to reason that harmful nicotine in cigarettes was sold
freely, while
prescriptions
were needed for therapeutic nicotine sold as a pharmaceutical. Tobacco
kills
4 million
people every year, more than 70 percent of them in developing countries,
according
to WHO
figures. In the first quarter of the next century, the number of deaths
will rise to 10 million
and become
"the single largest contributor to the global burden of disease," Brundtland
said.
Brundtland
said the WHO would convene a high-level meeting of international regulators
to assess
"the extent
to which the tobacco industry had subverted science and used false advertising
and
promotional
tactics to veil nicotine addiction as an act of free choice."

Stages
in the life of a Smoker
Ignorance
is bliss Era
Smoker
views self as invincible, immortal, destined to be the one smoker who never
experiences
any significant health problems. The blissful smoker never smells the stench,
never notices
the yellow teeth, honestly believes that there is nothing wrong with
smoking.
Uh-Oh, Is
that ME coughing Era
Characterized
by strong attempts to sure up the walls of denial despite the growing
realization
that it doesn't look like there EVER will be one smoker who never experiences
significant
health problems. This smoker is at the age where at least one important
person
in his
or her life has died as a direct result of smoking cigarettes. Decides
to take up
exercise
to prove that cigarettes are not having an effect. Begins to get that nagging
feeling
back in the "this is really stupid" part of the brain.
I'll just
quit Era
Characterized
by sudden nicotine withdrawal followed rapidly by total withdrawal of family
and friends
as former smoker terrorizes anyone who comes within fifteen feet. The refrigerator
becomes
an only friend. Within a month, cigarettes are bought only to save
the marriage and
"take off
some of this weight".
I can control
it Era
Characterized
by extreme efforts to control nicotine intake. May attempt to supplement
cigarettes
with other nicotine products such as chew, nicorette, pipes, or patches.
Usually
overdoses
at least once after putting on the 21 mg patch, chewing two pieces of nicorette,
and then
saying, "what the heck...one cigarette won't kill me". Begins to make rules.......
Only smoke
in the car....Only smoke with other people who smoke.....Only smoke when
the
sun is
up.....Only smoke outside....Only smoke standing on head while drinking
water.......
etc.,
etc., etc.....
Oh Hell...so
I'm a smoker Era
Characterized
by total cessation of rules and control mechanisms.Subject proceeds
to smoke
like a
chimney, muttering and cursing the day the put those damned warnings on
the packs....
Praying
to be willing Era
Smoker
wants to smoke but doesn't want to be a smoker. Begins to pray for the
willingness to
quit. This
stage is characterized by a faint glimmer of hope.
Surrender
to win Era
Smoker
gives up....doesn't want to smoke...doesn't know how to quit. Is
willing to do whatever it
takes to
be free of this addiction. Finds other people who are quitting or have
quit that offer love,
support,
and guidance through this process. Begins to feel like a winner. Knows
that even if he
or she
slips back a step or two on the evolutionary scale, that freedom is within
reach and we're
all there
for each other. Together we can all be free.
